RESourceEU Action Plan

EUMICON welcomes the European Commission’s presentation of RESourceEU, a strategic initiative designed to strengthen Europe’s raw materials base and improve industrial competitiveness. The package contains several elements directly relevant to Europe’s raw materials, processing and manufacturing sectors, offering new opportunities to scale domestic capacity and reduce strategic dependencies.

“RESourceEU sets the right direction, but Europe must move from political ambition to investable conditions. Only by linking all parts of the value chain and supporting high-risk projects Europe can safeguard the raw materials base on which its industries rely,” says Roman Stiftner, Director General of EUMICON.

A central feature of the plan is its commitment to improving the investment environment for raw materials projects. The proposed €3 billion financing facility for strategic projects, combined with more predictable and efficient permitting under the CRM Permitting Act, has the potential to significantly reduce risk for project developers. Likewise, reforms to strengthen market infrastructure by enhancing liquidity and increasing pricing transparency would help establish a more reliable environment for scaling production in Europe.

The initiative arrives at a time of intensifying global competition for critical and industrial raw materials. EUMICON stresses that Europe must complement RESourceEU with tools to de-risk early-stage exploration, support project development and establish robust guarantee mechanisms for capital-intensive investments. Without these additional measures, European industry risks falling behind global competitors who are moving faster to secure supply chains.

EUMICON also emphasises the importance of value chain integration. RESourceEU should encourage industrial ecosystems where extraction, processing, and manufacturing operate in close proximity, securing more production within Europe and strengthening #MadeInEurope competitiveness. Strengthened recycling and circular economy provisions can further diversify Europe’s supply base and reinforce industrial resilience.
